Position Purpose

The Finance Manager is responsible for developing and executing the Company’s financial strategy, leading all finance and accounting activities, and ensuring robust financial control, regulatory compliance, reliable reporting, and effective risk management. The role supports sustainable growth and profitability by providing high-quality financial insight, strengthening governance, optimizing working capital and funding, and acting as a strategic business partner to the General Manager, Board of Directors, and executive leadership team.

 

Key Accountabilities and Responsibilities

1.     Financial Strategy and Planning

  • Develop and maintain the Company’s medium- and long-term financial strategy in alignment with the corporate strategy and approved business plans.
  • Lead financial forecasting, scenario analysis, investment evaluation, and strategic option assessment to support growth, expansion, and profitability.
  • Provide financial advice and challenge to the General Manager and executive team on major commercial, operational, and investment decisions.

 2.    Budgeting, Forecasting, and Performance Management

  • Lead the annual budgeting process and coordinate departmental budgets, financial plans, and resource requirements.
  • Monitor actual performance against budget, forecast, prior periods, and relevant benchmarks; identify root causes and recommend corrective actions.
  • Develop management dashboards and key performance indicators covering profitability, liquidity, working capital, cash generation, cost efficiency, and operational performance.

 3.    Financial Reporting and Accounting

  • Oversee the timely and accurate preparation of monthly, quarterly, and annual financial statements, including the income statement, statement of financial position, and cash flow statement.
  • Ensure financial reporting complies with International Financial Reporting Standards (IFRS), applicable local standards, Company policies, and statutory requirements.
  • Maintain a strong month-end and year-end close process, including account reconciliations, provisions, accruals, fixed assets, and supporting schedules.
  • Present clear financial reports, analysis, and recommendations to the General Manager, Board of Directors, and executive management.

 4.    Governance, Internal Control, and Compliance

  • Develop, implement, and continuously improve finance and accounting policies, procedures, delegation authorities, and internal controls.
  • Ensure compliance with tax, regulatory, audit, and reporting obligations in Jordan and any other applicable jurisdictions.
  • Manage relationships with external auditors, tax advisers, regulators, and other assurance providers, and ensure timely closure of audit findings.
  • Promote ethical conduct, financial discipline, transparency, and effective segregation of duties across the Company.

 5.    Treasury, Cash Flow, and Banking

  • Manage cash flow, liquidity, and treasury activities to ensure the Company can meet its operational and investment requirements.
  • Prepare cash flow forecasts and funding plans, monitor covenant compliance, and optimize the use of available funds.
  • Build and maintain strategic relationships with banks and financial institutions and lead financing, facility, guarantee, and banking negotiations.
  • Recommend an appropriate capital structure and funding mix to balance cost, risk, flexibility, and return.

 6.    Financial Risk Management

  •  Identify, assess, monitor, and mitigate financial risks, including liquidity, credit, market, foreign exchange, interest-rate, operational, and fraud risks.
  • Develop contingency plans, risk limits, and monitoring mechanisms and report material exposures to senior management and the Board.
  • Ensure adequate insurance, controls, and business continuity arrangements are in place for finance[1]related risks.

 7.    Commercial and Operational Finance

  • Analyze the financial performance of business units, projects, contracts, and departments and provide recommendations to improve revenue, margin, cost, and asset utilization.
  • Partner with operational leaders on pricing, procurement, inventory, capital expenditure, project feasibility, and cost-control decisions.
  • Support purchasing and supply activities by strengthening spend control, supplier evaluation, inventory efficiency, and working-capital discipline.
  • Lead or support investment appraisals, business cases, tender reviews, and post-investment performance assessments.

 8.    Systems, Data, and Process Improvement

  • Ensure the finance function uses reliable financial systems, controls, master data, and reporting tools.
  • Lead improvements in ERP, automation, business intelligence, digital workflows, and data quality to improve accuracy, timeliness, and decision support.
  • Standardize finance processes and documentation and maintain appropriate records and audit trails.

 9.   Leadership and Team Development

  • Lead, coach, and develop the finance team, including accounting, financial planning and analysis, treasury, procurement support, and related functions as assigned.
  • Set clear objectives, allocate responsibilities, conduct performance reviews, identify capability gaps, and implement development plans.
  • Build a collaborative, accountable, service-oriented finance culture that supports the wider organization.

 10.  Executive and Cross-Functional Responsibilities

  • Act as the primary finance representative to the General Manager, Board of Directors, executive committees, banks, auditors, and key external stakeholders.
  • Chair or participate in committees established by the General Manager or Board and provide financial input and follow-up.
  • Coordinate continuously with executive and departmental managers on matters with financial or operational impact.
  • Perform other duties within the scope of the role as assigned by the General Manager.

 

Key Performance Indicators

  • Timely and accurate monthly, quarterly, and annual financial reporting.
  • Unqualified or materially clean external audit and regulatory compliance outcomes.
  • Budget and forecast accuracy and timely variance analysis.
  • Improvement in working-capital efficiency, liquidity ratios, and cash conversion.
  • Achievement of cash flow, profitability, cost-control, and funding targets.
  • Timely closure of audit, tax, and internal-control actions.
  • Quality and timeliness of management information and decision support.
  • Finance team capability, productivity, retention, and succession readiness.
  • Effectiveness of financial systems, process improvements, and automation initiatives.

Qualifications and Experience

  • Bachelor’s degree in Accounting, Finance, or a closely related discipline, with a minimum overall rating equivalent to ‘Good’.
  • Master’s degree in Accounting, Finance, Business Administration, or a related field is preferred.
  • Professional certification such as JCPA/JACPA, CMA, ACCA, CFA, CPA, or equivalent is strongly preferred.
  • 12–15 years of progressive experience in finance and accounting, including at least five years in a senior leadership role such as Finance Manager, Financial Controller, or Assistant Finance Manager.
  • Proven experience leading multidisciplinary finance teams and working across accounting, financial planning and analysis, treasury, procurement, and management reporting.
  • Experience in a development, industrial, infrastructure, real estate, investment, or multi-activity corporate environment is an advantage.
  • Demonstrated experience with IFRS, Jordanian tax and regulatory requirements, external audit, banking, budgeting, cash management.
